King Eric's organisation is vast and moves a great deal of money through the City. Unbeknownst to the authorities it is the mysterious Ms. Grimbaldi who acts as banker and accountant for the King. There are likely few people with the knowledge about and access to the King that she has. Her youth and plain appearance bely this influence.
